Xu Haoliang has been serving as the Under-Secretary-General of the United Nations and the Associate Administrator of the United Nations Development Programme (UNDP) since July 2023. Xu Haoliang’s experience at the United Nations, summarized concisely, includes roles in the Asia-Pacific, Europe, and CIS regions, and at UN headquarters, spanning from 1994 to 2023. He held positions like Programme Officer in Kazakhstan and for the Reginal Bureau for Asia-Pacific, Deputy Resident Representative in Iran and Timor-Leste, Country Director in Pakistan, UN Resident Coordinator and UNDP Resident Representative in Kazakhstan, and Deputy Director for the UNDP’s Regional Bureau for Europe and the CIS. Later, he became UN Assistant Secretary-General, UNDP Assistant Administrator and Director of both the Regional Bureau for Asia-Pacific and the Bureau for Policy and Programme Support.

Before joining the United Nations, Xu Haoliang worked as a teaching assistant at Tongji University in Shanghai and served as a Computer-Aided Design Engineer on projects in the United States and South Korea for Louis Berger International, Inc., an international consulting firm.
